Board Members' Bios:
Tuyet Duong, Esq. Chair |
Ms. Duong works on immigration policy at the Department of Homeland Security Office for Civil Rights and Civil Liberties. Previously, Tuyet Duong spent three years leading immigration reform, national language access and emergency preparedness policy initiatives at the Asian American Justice Center (AAJC), a national civil rights organization. After she graduated from University of Texas School of Law in 2004, Ms. Duong spent two years as a Staff Attorney at the Boat People SOS Houston office, providing immigration assistance to torture and trafficking survivors as well as assisting individuals with family-based petitions and citizenship applications.

Dr. Hung Khong Vice-Chair |
Dr. Hung Khong splits his time between research and clinical activities, serving as head of the Clinical Immunotherapeutics Research Laboratory and a staff medical oncologist with the University of South Alabama Cancer Research Institute. He also has a faculty appointment as assistant professor of internal medicine at the University of South Alabama College of Medicine. Before accepting his post at the Cancer Research Institute, he was a senior clinical fellow in the surgery branch of the National Cancer Institute located in Bethesda, Maryland. Dr. Hung serves on BPSOS Bayou La Batre’s Advisory Committee.

Ms. Chung Interned at BPSOS while a student at the University of California, Los Angeles. She joined BPSOS as Director of the BPSOS Community Technology Center in Pennsuaken, New Jersey in 2000. In 2001 she was awarded the Most Innovative Initiative Award by CTCNet, a national coalition of 700 Community Technology Centers. She received her Juris Doctor from the Catholic University, Columbus School of Law in 2004 and is currently practicing warranty product litigation in Cherry Hill, New Jersey.

Dr. Tran Luu Tung Duong Treasurer |
Since graduation in 1996, Dr. Tran Luu has worked successively for the Naval Surface Warfare Center (NSWC), Atlantic Coast Technologies, Inc. (ACTI), and the Army Research Laboratory (ARL). He is currently an Computer Engineer at ARL. He volunteered to teach computer to adult refugees at the BPSOS branch office in Maryland from 2001 to 2003. He has since volunteered to tutor students as part of the after-school program. Since 2002, Dr. Tran Luu has also been Treasurer and member of the local Board of Directors for BPSOS Maryland.

Dr. Nguyen Dinh Thang Director |
Dr. Thang has served as the Executive Director of Boat People S.O.S. since 1991. He helped over 4,500 Vietnamese boat people in their refugee claims and successfully advocated for the resettlement of 20,000 boat people after their repatriation to Vietnam. He accomplished this while also working full time as an Engineer and Quality Control Manager for the Naval Surface Warfare Center. In 2001, Dr. Nguyen resigned his position with the Navy to devote himself full time to empowering the Vietnamese-American community nationwide through systematic community organizing and capacity building.

Nguyen Ngoc Bich Director |
Nguyen Ngoc Bich was Director of the Vietnamese Services at Radio Free Asia (RFA) before his recently retirement. A well-known writer and translator among the Vietnamese, he is also in great demand on the lecture circuit, having done books on Vietnamese culture, poetry, music and the arts. Bich was also a presidential appointee under President George Bush (Sr.) in the U.S. Department of Education, where he served as Deputy, then Acting, Director of the Office of Bilingual Education and Language Minority Affairs (OBEMLA) from 1991 to 1993.

Ms. Tran worked for 5 years with United Way of America in the capacity of Director of Finance & Administration, then Director of Financial Planning & Reporting. She then became CFO of United Way of the National Capital Area. In the business sector, she worked at United Express/Atlantic Coast Airlines as their Director for Financial Planning & Treasury Operations; and at Worldspace Corporation as Director of Planning and Treasury. She was also Associate Director for Strategic Planning at American Association of University Women, Employment Counselor at USCC in Houston, Associate Manager at the Dun & Bradstreet Corporation, and Senior Auditor at Occidental Petroleum Corporation. Kim Tran obtained her MBA from Columbia University. She was featured in CFO magazine in July of 2005 in an article titled “Non-profit by the numbers”.

Angeline Vuong Director |
Highly active in community service and advocacy, Ms. Vuong volunteered at BPSOS-Houston to help with case management for Katrina victims and with preparing disability waiver petitions for Vietnamese torture survivors. She is currently a Public Policy Assistant at the American Civil Liberties Union of Texas. Previously, she was Congressional intern at the office of the Majority Whip of the House of Representatives and worked on the Obama for America campaign. She is a member of Congressional Asian Pacific American Leadership (CAPAL) and Asian Pacific Americans for Civic Progress. Currently she serves as a Board Member of the Youth Leadership Council, manages the marketing campaign for the Hope Initiative Scholarship Program, and campaigns for the Bill White for Governor campaign. She graduated from Trinity University with a B.A. in Political Science and International studies, with a minor in Religion.

Huy Pham is currently a student at the Northwestern
University School of Law and at the Kellogg School of Management, pursuing a
JD/MBA. Prior to going back to school, he worked as a Marketing Manager for
Texas Instruments. He is currently on the board of Sunflower Mission, a
non-profit dedicated to improving the lives of the children of Vietnam through
educational assistance programs. He has also been on the Executive Board of the
Vietnamese Culture and Science Association (VCSA) as the Chairman of Youth
Programs and the Advisory Board for the Youth Leadership Council. Huy graduated
from MIT in 2004 and holds bachelor degrees in Electrical Engineering/Computer
Science and Philosophy.
