Established in 2000, BPSOS-Orange County branch is located in the city of Westminster, California. Also known as “Little Saigon”, this area is home to the largest Vietnamese population outside of Vietnam. 

According to the US Census Bureau’s American Community Survey in 2006, 51% of the approximate 157,000 Vietnamese Americans living in Westminster is classified as Limited English Proficient, the highest LEP of any other Asian subgroups, due to their recent immigration background - arriving in the U.S. en mass as refugees after the end of the Vietnam War. For many, the inability to communicate effectively in English makes it difficult to access education, quality healthcare, and public programs. 

BPSOS-Orange County emerged to meet the needs of this underserved population.
