Community Profile

An estimated 16,000 Southeast Asians, the majority of which are Vietnamese but also consist of Laotians, Cambodians, and Chinese, live in the Greater New Orleans area and Plaquemines Parish.

Of this population, approximately 1/3 of the total population are refugees from their native country. They face many financial, linguistic, and cultural barriers in accessing health care and case management services because a significant amount of Asians in this region are low-income and non-English speaking. (insert statistics on English proficiency, poverty) Few service providers in New Orleans offer linguistically competent and culturally trained staff or have earned the trust of the Vietnamese American community.

Moreover, the local community has been significantly impacted by the economic downturn.  High rate of ob loss, difficulty finding new jobs, foreclosure continue to pose great challenges.


About BPSOS-New Orleans

BPSOS-New Orleans was established in 2005 in response to Hurricanes Katrina and Rita and is the only Vietnamese-American service agency in the Westbank of New Orleans. We provide a variety of social services to our community members, such as:

  • Immigration Service Center, including translation services and assistance with Citizenship preparation and English as a Second Language (ESL) studies; 
  • Case management services for the Louisiana Vietnamese/Fisheries Assistance Program; 
  • Health Awareness and Prevention Programs; 
  • Financial Literacy programs to assist low income immigrants with their long-term plan for economic independence, including an Individual Development Account matched savings program. 

We are also a Certified Medicaid Application Center offering counseling and assistance for Vietnamese Medicare recipients. In times of need, BPSOS-New Orleans also offers Emergency Preparedness and Disaster Relief and Recovery services, including Disaster Case Management.

In addition to our professional staff, we rely on our team of dedicated volunteers and the generous support of our donors and partners to accomplish our mission.  

Volunteers working on BPSOS programs with amenities such as meeting space, computers, and internet access. Our office hosts town hall meetings and workshops related to financial literacy, workplace safety, and preventative health.
